Monsoon Contingency Plan 2012
In order to achieve and keeping in view the last super flood 2010 and heavy to heavy rains /subsequently breaches occurred in the year 2011 in Sindh Province it is essential that preventive and precautionary measures will be taken in advance in coordination with District Administration for which Relief Department Sindh after obtaining feed back from the stakeholders has prepared a monsoon contingency plan 2011 regarding their coordination, preparedness and response in relief, rehabilitation phases of the disaster. It has envisaged the responsibility of all stakeholders in pre, during and post monsoon disaster.
2. Keeping in view the occurrence of past disasters in the province and to alleviate the suffering of affectees, it is imperative to prepare disaster contingency plan under the guidelines of NDMA and that will available with all key stakeholders so that the losses could be mitigated timely.
BRIEF INTRODUCTION.
i) The Province o fSindh lies between the latitudes of 23-35 and 28-30 North (Just North of Tropic of Cancer) and between longitudes of 66-42- and 71-10 East. The region forms the southern part ofPakistanand its area almost coincides with the physiographic division known as the lower Indus Badin.
ii) The length of the region from North to South is about 360 miles and its extreme breadth which varies from North to South is about 275 miles and about 170 miles in the Centre.
iii) Except for a narrow coastal strip for about 150 miles in the South-West along the Arabian Sea, the region is surrounded by land in all directions. In the South it borders Rann of Kuchh and the Kuchh State of India. In the North East is touches BahawalpurStatein Punjab. To its North and West lie las Bela and Kalat of Baluchistan Province.
iv) Sindh occupies an area of approx: 140914 sq. kms and has a population of more than 30 million. The region can safely be regarded as, on the whole, a low and flat country except for its Western boundary where mountainous region generally of limestone and sand-stone formation, acts as a natural line of demarcation between Sindh and Baluchistan. This region is locally known as Kohistan (area 9000 sq miles. The eastern border is again covered with Sand hills and is locally known as Registan (area 14.000 sq.miles). Thus, flanked by Kohistan in the west and Registan in the east, the river Indus passes through Sindh and discharges into theArabian Sea.
v) In the past known history, Sindh has been prone to various disasters. Floods, rains, famines, droughts, locust invasions, earthquake, cyclones, fires are some of the forms of these disasters. The most devastating of all these disasters has been the Floods, usually caused by the overflowing waters of the riverIndusthat otherwise is the nerve line of Sindh economy.
vi) The waters of riverIndusare regulated for irrigational purpose only, with the help of the three Sindh Barrages at Guddu, Sukkur and Kotri.

GEOPHYSICAL DIVISIONS OF SINDH
3. Sindh is divided into three main regions.
(i) Hilly tract on the west, commonly known as Khirthar range;
(ii) Sandydesert on the east, commonly known asNaraand Thar deserts;
(iii) Indus Valley Region, flanked by the above 2 regions on the west and east respectively, commonly known as Lower Indus Basin.
COMMON DISASTER IN SINDH.
4. In the past known history, the Sindh has been prone to various disasters:
i) Rains
ii) Floods
iii) Cyclone
5. The most devastating of all these disasters has been the rain, flood and Cyclone usually caused inSindhProvince. The Heavy to heavy Rain /Flood of 2011 killed 554 persons besides loss to private and public properties in large scale. Floods / rain and subsequent breaches in canals net work and drought become recurring nature of the Province and constitute by far the most damaging disasters.
6. Sindh Province lies in Southern part of Pakistan where floods, rain, cyclone and drought of a commonly recurring nature. It forms the lowerIndusBasin, hence all the flood waters of the rivers in the upper region find their way into Indus and ultimately discharge into the Arabian Sea. The region is therefore prone to calamities. If there is breach any where in protective embankments of river Indus right from Northern point to the point of ultimate discharge in to the Sea, the out flowing water can not be drained back into the river at any point. The situation assumes serious proportions when both these pressures coincide.
7. The river Indus passes through fourteen Districts of Sindh i.e. Jacobabad, Kashmore, Larkana, Shikarpur, Dadu, Jamshoro and Thatta on right bank and Sukkur, Khairpur, Ghotki, Shaheed Benazirabad, Naushahro Feroze, Hyderabadand Matiari on the left. Besides the District Thatta and Badin are situated in coastal belt of Sindh.
8. The ProvinceofSindhwas hit by super flood in 1976. Previously high floods were recorded in Sindh during the years 1942, 1948, 1956, 1959, 1973, 1976, 1978,1992, 1994, 1995 2007 very super flood 2010. In 1973, 1976 & 2010 floods level passed all previous record of discharges.
9. The Katcha land between the flood protective bunds of the river Indus approximately is 1.8 million acres. The residents of Katcha areas are always open to flood dangers. In the same way residents of Kohistan/arid zone areas face disastrous situation due to famine/droughts.
10. The Kohistan and the Arid Zone areas on the West and the East of the province respectively generally suffer on account of drought due to low rain fall with the result that human and animal population suffer greatly and are forced to migrate to barrage areas to seek their livelihood elsewhere.
COORDINATION MECHANISM
12. The Relief Commissioner / Chairman PDMA Sindh is Focal point for coordination of the over all response mechanism besides the recovery of rehabilitation activities in the affected areas.
13. The Relief Department will coordinate with the Deputy Commissioners, Provincial line departments, Federal Departments in the Province Army (All forces), UN Agencies and humanitarian communities and NDMA.
14. The Deputy Commissioners who are the main organ have been advised for executing immediate response to disasters. However the District Administration and Relief Department will undertake relief operation through mobilization of all stakeholders for rescue and relief operations in the areas of responsibilities. Likewise both the authorities will seek the assistance (cash and kind) from Provincial Government in respect of health, food security etc on need basis.
EARLY WARNING AND WEATHER FORECASTING
15. In Sindh Province, Pakistan Meteorological Department has a Regional Met Forecasting office atKarachialongwith (17) Met Observatories as under:-

16. The Met Department is being furnished weather forecast advisory by fax to the Relief Department regularly. The early warning in the district is being communicate by the Relief Department to the Deputy Commissioners for its further transmission at the route level for the general information of the residents of the area.
OBJECTIVES
17. The primary objective of the plan is to save lives, prevent needless sufferings, protect vital infrastructure/ installation, livestock private and public property from damage and destruction caused by the natural calamities.

Analyze potential hazards with regards to their possible humanitarian impact and consequences.

Provide a common strategic planning framework for all stakeholders and identity clear objectives, roles and responsibilities.

Outline preparedness measures for supporting response.

In the process, address vulnerable communities concerns.
OPERATIONAL OBJECTIVES.
- Implements the courses of mentioned to monsoon related disasters and emergencies.
- Address humanitarian concerns arising out of natural disaster.
- Address health, epidemic issues.
- Identity anticipated summer monsoon, environmental disasters along with response measures.
- Define essential coordination measures for instituting coherence in multiple stakeholders’ best response.
COORDINATION OF STAKEHOLDERS
18. In order to coordinate with the stakeholders in flood activities the Relief Department has established Flood / Rain Control Room in his office at Karachi/Hyderabadand is functioning round the clock.
19. Similarly, all the stakeholders will establish their control room with telephone / fax numbers to be furnished to the Relief Department so that the information with regard to the losses and to combat disaster could be streamlined.

21. All Deputy Commissioners are required to establish their control rooms and will furnish rain and flood situation besides losses caused to houses, loss of human beings livestock perished in the prescribed proforma by fax to the Relief Department.
22. The Deputy Commissioners are responsible to plan and execute immediate response to disasters. They can be supported by law and enforcing agencies, armed forces in search and rescue operation and immediate relief to the inhabitants of the affected areas. Relief Department will support the affected District in the areas for Food Security etc.
EMERGENCY PLANS OF IMPLEMENTING AGENCIES
23. Each of the Implementing Agencies shall establish an Emergency Plan containing information as to their procedures aiming at fulfilling the tasks assigned (Primary Responsibilities and support functions) in the best possible manner, rapidly and effectively.
IMPLEMENTING AGENCIES THEIR DUTIES AND FUNCTIONS
24. Pooling of resources and efforts is necessary in this respect. The sample Primary Responsibilities and support Functions of some of the Agencies are listed below:-
PAKISTAN METEOROLOGICAL DEPARTMENT
a) Advise all concerned stakeholders such as Relief Department and Deputy Commissioners and the general public on weather forecasts, weather conditions, occurrence of Cyclone, rains / floods and sea tidal waves on daily basis through print / electronic media.
b) Process, analyses and evaluates, available information and data, and informs all authorities concerned on any serious indication of an impending disaster in order that the concerned authorities may have the time for preparation of the disaster.
IRRIGATION AND POWER DEPARTMENT
a) Supervise, direct and control flood prevention measures and bund protections activities, such as strengthening, maintenance, repair and construction of additional embankments.
b) Operate Gauge Stations and Provide information and data to authorities concerned for issuance of ALERT AND DANGER warning messages.
c) Coordinate survey, investigation of the extent of damages to bunds, embankments, canals and Irrigation installation.
HEALTH DEPARTMENT
a) Plan and Organize emergency static health relief camps in the affected areas for first aid and medical Care to those who suffer injuries as a consequence of floods.
b) Assist in the evacuation and hospitalization of the injured / snake bite victims, and other diseases from affected villages through the stand by Ambulances.
c) Provide necessary medicines and medical supplies, blood plasma, Saline Water, and other medical fluids for victims.
d) Institute preventive and curative measures to prevent occurrence and/or spread of diseases.
LIVESTOCK DEPARTMENT
- Assist in saving livestock, equipment machinery, reserves of dry fodder and stock of animal feed and aid victims to save whatever crops and livestock that might have survived the disaster.
- Render assistance in the control of plant and animal pests and diseases in the disaster situation
- Undertake curative and prophylactic vaccination, control of parasitic diseases and treatment of sick and wounded animals.
- Undertake actions to solve agricultural problems arising from a disaster.
FOOD DEPARTMENT
a) Ensure adequate availability of food stocks in disaster situation at the strategically points.
b) Organize ration depots at locations required by the Disaster Managers.
c) Ensure protection of storage godowns, from floods and form the law-breakers.
WORKS AND SERVICES DEPARTMENT
a) Supervise, direct and control protection of roads and structures.
b) Regulate alternate roads/traffic routes on suspension of normal traffic routes by a disaster.
c) Coordinate survey investigation of the extent of damage to roads and structures.
d) Organize emergency repairs for restoration of public transportation routes.
HOME DEPARTMENT
a) To maintain Law and Order situation in the affected areas.
b) To prevent the property of the people in affected areas.
c) Provide assistance in flood warning, rescue, relief and evacuation operation.
d) Take order security measures at evacuation points, in evacuated areas, in relief centers, relief stores / godowns.
e) Un interrupted traffic flow in the affected areas.
f) Organize alternate road communication.
EDUCATION DEPARTMENT
a) Make available school buildings and staff near or within areas likely to be affected by disasters to serve as (emergency) Relief Centers for disasters victims.
FINANCE DEPARTMENT
a) Provide funds for flood disaster operations.
b) Determine availability of funds from Provincial resources.
c) Apply for Federal Financing in cases of major disaster/non-availability of Provincial funds.
INFORMATION DEPARTMENT
a) Disseminate information through mass media to assist the people in meeting flood emergency without creating panic.
b) Project sufferings to solicit humanitarian aid for the flood victims.
PLANNING & DEVELOPMENT DEPARTMENT
(STATISTICAL WING)
a) Assist in obtaining of information and data for pre-disaster survey and planning to serve as a basis for prevention measures and for relief operations.
b) Assist in evaluation of assessment data obtained with a view to obtain best possible accuracy in determining damage and losses due to disasters.
SOCIAL WELFARE DEPARTMENT
a) Manage the Relief Camps under the administrative control of District Coordination Officer.
b) Organize coordination of all the aid giving agencies in providing relief goods to disaster victims.
c) Assist the local administration in rescue evacuation and relief operation.
d) Determine the need and eligibility of flood victims for rehabilitation services/programme.
e) Provide Volunteers for emergency disaster operations.
UTILITY STORES CORPORATION
25. The Utility Stores Corporations played vital role during rain / flood 2010 and Heavy to heavy rains 2011 by providing timely dry ration to the affected areas. This year the Utility Stores Corporation has been requested by the Relief Department to make available the following articles in District godowns as well as Regional godowns for preparation and supply of goods packets containing:

2. Rice (E-6) 05 kg packet
3. Ghee 02 kg packet
4. Sugar 02 kg packet
5. Tea ¼ kg packet
6. Powder Milk 01 kg packet
7. Dal grams (Channa) 2 kg packet
8. Salt, Red Chillies 1 small packet
9. MatchBox1, & Candle 12
HESCO / KESC.
a) To provide uninterrupted electricity connection to the pumping stations for draining out rain water from the low lying and slum areas.
b) To stream line the lives wires to avoid electrocution
c) To nominate an officer for maintaining liaison with the Relief Department/Deputy Commissioners.
PAKISTAN RAILWAYS
a) Undertake preventive measures to avoid or diminish damage by floods to infrastructure, machinery, equipment, stock and material.
b) Maintain movement of essential commodities and relief supplies.
c) Plan and Organize emergency repair for restoration of public services.
d) Plan for alternate re-routing of rail traffic during emergency/damage.
SUI SOUTHERN GAS
Maintain supply of Sui Gas during floods, by ensuring protection of Gas Supply lines.
ARMY
a) Assist the Civil Administration in Relief, rescue and evacuation.
b) Assist the Civil Departments in preventing / minimizing the flood damage to infrastructure, especially the flood protection bunds and hydraulic structures through the prescribed operation.
c) Assist civil departments in emergency repair work on damaged protective structures or vital installation.
d) Provide emergency health care, shelter, food support and engineering support.
e) Deploy Helicopter support in relief operations and distribution of edible in marooned areas in the districts.
PAKISTAN NAVY
a) Provide search and rescue and relief operation support to Relief Department/ Deputy Commissioners in coastal belt ofKarachi, Thatta and Badin.
b) Provide local early warning to Relief Department and District Governments of coastal belt for cyclone / tidal waves hazards.
c) To stream lines logistic support along the coastal belt.
MARITIME SECURITY AGENCY.
a) To undertake post disaster search and rescue and relief operations along the coastal belt ofKarachi, Thatta and Badin.
b) Provide early warning of sea based hazards to Relief Department Sindh.
SUPARCO
a) To furnish slight weather prediction on long term basis / hazards.

2. It will maintain liaison with Army, Federal and Provincial Departments / Agencies and Irrigation and Power Department for monitoring water discharge at various barrages and situation arising out of it.

3. In order to evacuate the people from marooned areas to safer places / relief camps. The Relief Department have their own 205 FRP Boats and equal number of OBMs and life safety jackets which are available at the following army units for use at the time of emergency.

4. These motorized boats along with OBMs Operators can be requisitioned from the Headquarters Engineers 5 Corps Karachi by the District Government after proper indent during rain / flood emergency
COUNTRY BOATS.
5. The District Administration can hire the country boats from the local fishermen for evacuation of marooned people and transportation of relief goods if motorized boats felt inadequate.
DEWATERING PUMPING SETS
6. The Deputy Commissioners shall ensure that dewatering pumps available with them which were procured by the Commissioners / Deputy Commissioners in past and also supplied by this Department may be kept in working condition for use at the time of rain for draining out rainwater from low lying and slum area.
PRECAUTIONARY MEASURE FOR FLOOD / RAIN / CYCLONE ESTABLISHMENT OF CONTROL ROOM.
1. The Commissioners /Deputy Commissioners/ Assistant Commissioners/Mukhtiarkars shall open the Control Rooms at Divisional/ District / Taluka level for monitoring the rain, flood, cyclone situation. The incharge of control room to be fully equipped with current / correct telephone numbers and personal contact with different executive agencies involved with rain, flood emergencies for timely action in the affected area.
2. The Commissioners/Deputy Commissioners shall hold joint meetings with concerned Department / Agencies and review the situation in view of past year experience and also keep constant watch over the situation to meet all emergencies.
ACTION PLAN / SOP
3. The Deputy Commissioners shall prepare / review their own District Action Plan / Contingency Plan / SOPs involving all the agencies, Government, Semi Government, Non-Government to play their vital role at the time of emergency.
ii) The Deputy Commissioners shall identify the dangerous buildings coming in their territorial jurisdiction and to be vacated from the inhabitants by issuing them notices before monsoon season.
iii) The Deputy Commissioners shall coordinate for smooth electric supply in the affected areas for draining out rain / sewerage water during emergency.
INVENTORY OF EQUIPMENT.
4. The Commissioners/Deputy Commissioners shall prepare complete inventory of equipment available with the Divisional /Districts in working condition to be deployed at the time of emergency. This will minimize the chances of fumbling during emergencies.
KATCHA POPULATION.
5. The Commissioner/Deputy Commissioners shall keep in touch with Irrigation Authorities in the district and arrange issue of warning through News-media and other means for the evacuation of Katcha population as soon as river starts inundating Katcha area. The warning would be issued well in time to minimize the losses to life, Private / Public property.
RELIEF CENTERS.
6. As and when the Province of Sindh hit by the Disaster (God forbid) the District Administration will establish relief centers / camps inGovernment Buildings/ safer places for displaced persons.
SCALE OF RELIEF.
7. The Deputy Commissioner shall follow the scale of relief in the district while issuing relief food to disaster stricken people.
1. Atta or wheat or rice. 500 gram per day per head.
2. Vegetable / Butter Oil 30 gram per day per head.
3. Pulses 20 gram per day per head.
4. Sugar 20 gram per day per head.
RAIN FALL REPORTS.
8. The Commissioners /Deputy Commissioners shall forward the Taluka wise rain fall report on daily basis according to rain gauges already installed at each Taluka Headquarters.
NON – GOVERNMENT ORGANIZATION.
10. The Deputy Commissioners shall Activate the established NGOs, in relief and rescue operation in their respective districts.
CHECK LIST FOR RAIN / FLOOD / CYCLONE RELIEF MEASURES.
11. The Deputy Commissioners shall follow the check list for taking relief measures at the time of rain, flood, cyclone emergency.
1. PRE FLOOD MEASURES.
- The Commissioners/Deputy Commissioners are familiar with I&P Department’s Bund Manual / Relief Department’s Provincial Disaster Plan.
2. VULNERABLE POINTS.
i) Identification.
ii) Bund strengthened.
iii) Patrolling commenced.
iv) Landhies set-up?
v) Abkalani material stored? Adequate ? Location? OK?.
3. EARLY WARNING SYSTEM.
The I&P Department Control Room started flashing daily basis, Met Department Forecast and discharge levels?
4. DISTRICT ACTION PLAN.
- Survey of population (including condition of houses names of bread earners, animal and crop / stored grains) within command of vulnerable points completed?
- Relief Camps:
– Location identified?
– Capacity of each Camp?

– Feeding and health care arrangement made?

5. MEASURES DURING EMERGENCY.
- Send daily situation report (Rain, Flood etc) to Additional Relief Commissioner (more then once if necessary).
- Have powers of Relief Commissioner delegated (Telephone A.R.C. to get this done)
- Areas that need to be declared as calamity affected to be intimated to Relief Commissioner for necessary action.
- Daily Press handouts (to be done at district level except for areas declared as calamity affected where these will be issued by Deputy Commissioner once super Flood level reached.
- Deputy Commissioner to arrange for video filming of evacuation and relief efforts.
- Immediate intimation of losses by Deputy Commissioner to Additional Relief Commissioner on the Cabinet Division’s format (Annexure “A”). Also include damages to public property (roads, schools, government buildings etc)
3. POST EMERGENCY MEASURES.
- Detailed assessment of losses to be communicated to Additional Relief Commissioner within ten days of disaster.
- Payment of compensation to commence earliest possible. To be definitely completed within 30 days of calamity.
- Rehabilitation of affectees.
- Rendering of accounts (within 60 days of calamity)
- Commissioner will hold post emergency conference with all Deputy Commissioner of the Division in 1st Week of September.
- Audit of accounts.
12. The ultimate responsibility for preparation of list of affectees should be left to the District Administration, who will prepare there in a transparent manner through open kachehries.
